NOTICE TO BIDDERS

 NOTICE IS HEREBY GIVEN that sealed Bids will be received by hand delivery or by U.S. mail, addressed to the Sea Girt Borough Municipal Clerk, Sea Girt Borough Hall 1st Floor, 321 Baltimore Boulevard Sea Girt, New Jersey, 08750 no later than April 7, 2020 at 11:00 AM and at that time will be unsealed and publicly read. No proposals will be received after public call thereafter.

Bids are being solicited for the annual performance of real property data collection and verification services to cover 20% of all properties within the Borough annually, with all parcels located within the Borough completed over the five (5) year period between January 1, 2020 and December 31, 2024, inclusive, (also referenced as the “project”) awarded as a three (3) year contract with the Borough holding an option of two (2) one (1) year extensions.

All requirements associated with the project are set forth in the Bid Specification package. Such packages may be obtained from the Office of the Municipal Clerk, located at 321 Baltimore Boulevard, Sea Girt, NJ 08750, telephone number (732) 449-9433, extension 111, during regular business hours, 9:00 A.M. to 4:00 P.M., Monday through Friday, excluding holidays. Any questions regarding the Bid l should be directed to the Municipal Clerk at the telephone number and/or address specified above.

All bids must be submitted on the Proposal Forms furnished by the Borough. Bids on any other forms will not be accepted. BID SECURITY is required; all bidders must provide Bid Security, in the form of a certified check, cashier’s check, or bank check or bid bond, payable to the Borough of Sea Girt, in the amount of ten percent (10%) of the total bid, except that the security not exceed $20,000, in accordance with N.J.S.A. 40A:11-1, et seq. Each bid must be enclosed in a SEALED ENVELOPE, properly endorsed with the name of the Bidder, along with the designation (“Data Collection Services”) clearly marked on the outside of the envelope. Any envelope that is received that is not properly marked causing it to be opened prior to the bid will be invalidated. Bids may be received before the hour designated, if they are mailed or hand-delivered in person. The Borough of Sea Girt will not be responsible for any bid that is sent by mail or other form of carrier which is lost or which arrives after the bid date and time.

This project shall be awarded through a “fair and open” process pursuant to N.J.S.A. 19:44A-20.4, et seq., to the Contractor whose Proposal is most advantageous to the BOROUGH, price and other factors considered, in accordance with the review criteria set forth in the Request for Bids.

All Contractors who submit a Bid must be able to demonstrate that they are capable of completing the project so that it may be implemented for the 2021 tax year, under the applicable time tables set forth in the Assessment Demonstration Program (N.J.S.A. 54:1-101, et seq.).

Bidders are required to comply with all applicable requirements of N.J.S.A. 10:5-31, et seq. and N.J.A.C. 17:27. The Borough reserves the right to reject any and all proposals and to waive any minor, non-material defects. The Borough shall award the Contract or reject all submissions no later than sixty (60) days from receipt of same.
